The answer we expected is NO. Of course, you could interpret the question in the sense that the segment is available on the system and somehow must be active for someone. But here we meant, active for you.
The segment is attached to your virtual machine only after the first use of the HELP command. You can verify this by issuing the Query Segment command just after the IPL of CMS, and compare the answer with the one you get after your first HELP command.
