X returns the starting year of the century window specified by the
X YEARWINDOW compiler option. The returned value is an expanded date field
X with implicit DATE FORMAT YYYY.
X If the NODATEPROC compiler option is in effect, the YEARWINDOW function
X returns 0.
X The function type is integer.
